Pollution Prevention and Control
Certain industrial and commercial processes are subject to Local Authority control
with regards to their emissions to air. These processes have the potential to cause air pollution and the London Borough of Hillingdon is
responsible for their inspection and regulation within its area.
Such processes include foundries, paint spraying operations, crematoria, petrol stations, dry cleaners, etc.
There are three types of process classification:
- Integrated Pollution Prevention and Control (IPPC), which covers installations known as A(1) installations, which are regulated by the Environment Agency.
- Local authority Integrated Pollution Prevention and Control (LA-IPPC) which covers installations known as A(2) installations, which are regulated by local authorities.
- Local authority Pollution Prevention and Control (LAPPC), which covers installations known as Part B installations, also regulated by local authorities.
The Environment Agency regulates industries with the greatest potential of causing pollution to land, air or water. The Council regulates industries with less potential to pollute the environment.
The local authority processes are regulated under the Pollution Prevention and Control Act 1999 (PPC) and the Environmental Permitting (England & Wales) Regulations 2007. It also integrates with the regimes of the European Directives, such as the Solvent Emissions Directive(SED) and the Waste Incineration Directive(WID).
All three systems require the operators of certain industrial and other installations to obtain an environmental permit to operate. Regulators must set permit conditions based on the use of the Best Available Techniques (BAT) to control pollution. For Part A(1) and A(2) installations the permit conditions must cover pollution to all media: air, land and water. The permit may also cover energy efficiency, site restoration, noise, odour, waste minimisation, accident prevention and heat and vibrations. Permit conditions for Part B installations only cover emissions to air.
Any person operating such a prescribed process will require a permit to operate and be required to comply with the conditions of the permit. The process will be subject to regular inspection to ensure compliance. Officers in the Environmental Protection Unit work closely with industry to help improve environmental performance and to ensure compliance with regulations.
We maintain a public register of all Part B, Part A(2) and Part A(1) installations operating within the Council's area, which is available for inspection free of charge at the following address during normal office hours of 09:00 -17:00hrs.
This website also contains the Public Register information and other useful information about the regulatory regime for both members of the public and site operators.
The register includes details of applications, permits, notices, directions issued by the Secretary of State, appeal decisions, monitoring data, etc. Only information of national security or commercial confidentially can be omitted from the register.
